Minka has only really been a major character in three episodes so far, in a subplot in "Bad Hair Day", as a character in "Dumb Dumbwaiter", and in "Helicopter Dad". She seems like the least developed of the main 7 pets.
The first season is over, so let's discuss Minka Mark, and how you think she could be further be shown as a character!

Minka is best female pet to me.
I always thought she deserved more episodes, and more lines. I hope in the next season we'll get a more developed monkey. I think another episode should be shown about her and her painting talent. I think she could be a really interesting character and grow out the state as a 'Monkey Pinkie Pie' into more of her own identity. Kind of like how the 'Twilight Barkle' jokes have died down.

Minka definately needs development. It's sad because she's such a great character that could use SO much more potential. D:
The most developed pet? Man, that's a hard one. Probably Pepper.

Yeah Minka's great but she needs more lines and great funny moments in general but as for most developed pet i'd probably pick either Pepper or Zoe.

I agree on everything you guys said about Minka.
I do agree on Zoe though. Been in every episode, too. I thought she would be the one Blythe would miss the most while at FUN but eh.

Hn, Minka does need more development, but Sunil and Penny Ling does too. Especially Penny Ling I'd say, I feel she is barely developed at all. As far as most developed I'd say maybe Russle or Pepper. I don't know the Russel part could just be me. I'd say they all have reasonable room for further development.

Because they've had a noticeable role in every episode (Pepper was a little left out of Terriers and Tiaras)
