Littlest Pet Shop is overall pretty entertaining and a good fanbase to be socially invested in.

Who is the least developed man pet? Were it not for Standup Stinker (the non-title plot about Minka going to Mars) and maybe for the episode where Sunil tries to learn to paint (Minka has this mysterious Pinkie Pie-esque superiority going on here, but it is more of a revelation of how she compares to another pet as opposed to an actual character development of herself)
... I would easily say Minka. But then her Mars mission happened and now am not so sure.
Pepper is underutilized, especially considering she's an aspiring comedian, and is in a comedy show.
I guess you can also talk about who is the most developed where it overlaps... but there is only one poll per thread.

Seeing as how I've recently given the show a second chance and have started over on the show from the very beginning I'll have to get back to you on that.

Minka also has "Bad Hair Day" and "Plane It On Rio" but that's about it. Minka needs more episodes to herself.

Even though I voted by Minka by accident I still think it's Minka regardless.

Minka definitely. Even in the episodes where she's the main focus, she's just not that interesting. Pepper is underutilized, especially considering she's an aspiring comedian, and is in a comedy show. While Pepper's my third favorite character, she's the kind of character who only shines brightly in episodes where she takes the lead role. The fact she's a female comedian alone lends itself to uniqueness because let's face it, there aren't too many female comedians out there, and even though the jokes aren't funny by my standards, the way she tries is charming in its own way and her upbeat attitude is just fun to watch. But in episodes where she's just a side character, she's mainly just there to play the cliche "class clown" role (and before anyone mentions anything, I'd like to point out there's a difference between a comedian and a clown) and it's disappointing because it's like she's a different character.

You make a lot of good points.
